Duties of the CEAB specified in the Connecticut General Statutes include issuing requests for proposals (RFPs) to solicit new and competing strategies to fulfill the state's requirement for safe, adequate, and reliable utility service including but not limited to, transmission, generation, conservation, load management, load response, energy-efficiency measures or any other energy strategy or combination of strategies and to use the Board's preferential criteria in evaluating and providing commentary on such proposals.

The purpose of the CEAB issuing RFPs is to make energy facility siting not solely reactive but more predictable and less daunting for project applicants and the public. The Board designed and implemented its RFP process in a manner that delivers process transparency, coherence, and efficiency to the siting process.

RFP EXEMPTION CRITERIA

In 2007, the Connecticut General Assembly adopted and Governor Rell signed Public Act 07-242, An Act Concerning Electricity and Energy Efficiency (the Act). Section 54 of the Act provide the CEAB discretion not to issue a Reactive RFP if two thirds of its members determine that a Reactive RFP is unnecessary for a certain project because the RFP process is not likely to result in a reasonable atlernative to a proposed faciity.  In addition, the Act directs the CEAB to approve additional criteria, with the benefit of public input, for considering the circumstances in which a Reactive RFP should not be required for a specific project.
