CEAB Energy Requests for Proposals

REACTIVE RFPS


The CEAB is required by statute to issue a Request for Proposal (RFP) to seek alternative solutions to the need addressed by certain proposed facilities that file an application with the Siting Council. See Conn. Gen. Stat. Section 16a-7c(b).  

CEAB's RFP process is designed to ensure that the Siting Council is able to evaluate a proposed facility simultaneously with any potential alternatives to it. The CEAB will evaluate projects proposed in response to an RFP according to the CEAB's Preferential Criteria, adopted pursuant to Connecticut General Statute Section 16a-7b.  The Preferential Criteria are at http://www.ctenergy.org/Criteria.html

NEEWS REACTIVE RFP
The Connecticut Energy Advisory Board (CEAB) received 3 proposals for alternative solutions to Connecticut Light & Power Company's (CL&P) proposal to construct the Greater Springfield Reliability Project (GSRP) and the Manchester to Meekville Junction Circuit Separation Project (MMP), components of a transmission project referred to as the New England East-West Solution, or NEEWS.

Companies submitting proposals were GE Energy Financial Services, Ice Energy, Inc. and NRG Energy, Inc.

Seven companies submitted the required Notices of Intent: 1) BG Americas & Global LNG, 2)Comverge, 3)EnerNOC, Inc., 4) Ice Energy, Inc., 5) NRG Energy; 6) PER Development (Pure Energy Resources/ArcLight Capital joint venture), and 7)Towantic Energy LLC (GE Energy Financial Services)
