CEAB Has Delivered Its Report on CL&Ps CSC Filing & RFP Response

On October 20, 2008, CL&P submitted an application with the Connecticut Siting Council (CSC) seeking approval to construct the Connecticut Valley Electric Transmission Reliability Projects. Pursuant to Conn. Gen. Stat. Sec. 16a-7c(b), the Connecticut Energy Advisory Board (CEAB) issued a Request for Proposal (RFP) seeking alternatives to the proposed projects on November 4, 2008. Three proposals were received in response to the RFP.

 

The CEAB is required to submit an evaluation to the CSC relative to the proposed project and any proposals for alternatives, pursuant to Conn. Gen. Stat. Sec. 16a-7c(f), for conformance with the relevant infrastructure criteria guidelines (the Preferential Criteria) created pursuant to Conn. Gen. Stat. Sec. 16a-7b.

 

Accordingly, the CEAB submitted on February 17, 2009 for the CSC's consideration the CEAB's evaluation of the proposal that initiated the RFP and the responses received by CEAB.  CSC established Docket 370 to consider the report and related information. Click to access Docket 370 material.

NEEWS REACTIVE RFP
The Connecticut Energy Advisory Board (CEAB) received 3 proposals for alternative solutions to Connecticut Light & Power Company's (CL&P) proposal to construct the Greater Springfield Reliability Project (GSRP) and the Manchester to Meekville Junction Circuit Separation Project (MMP), components of a transmission project referred to as the New England East-West Solution, or NEEWS.

Companies submitting proposals were GE Energy Financial Services, Ice Energy, Inc. and NRG Energy, Inc.

Seven companies submitted the required Notices of Intent: 1) BG Americas & Global LNG, 2)Comverge, 3)EnerNOC, Inc., 4) Ice Energy, Inc., 5) NRG Energy; 6) PER Development (Pure Energy Resources/ArcLight Capital joint venture), and 7)Towantic Energy LLC (GE Energy Financial Services)
